The Cologne City Hall (Kölner Rathaus in German) is an historic building located between two main squares, Rathausplatz and Alter Markt, in the Innenstadt district of the city. It is actually the oldest city hall in Germany, with documentation of its history spanning back over 900 years.
This photo is of the tower portion of the Rathaus, called the Ratsturm, built as an addition to the city hall in the 15th century. It’s Gothic style has since been restored after being quite damaged decades ago during WWII.
